Writing Competence Comments

Competence comments should describe what the rated NCO did, how well the NCO applied technical or professional knowledge, and how the performance affected the unit or mission. Use verified details from the rating period and avoid unsupported numbers or generic praise.

  • Begin with a specific action or demonstrated ability.
  • Identify the relevant skill, responsibility, or challenge.
  • State the measurable result or mission impact when known.
  • Keep each comment concise and consistent with the selected rating.

Excellence Examples

  • o mastered assigned duties and became the section’s primary resource for resolving complex technical problems
  • o applied exceptional technical knowledge to improve equipment readiness and sustain mission requirements
  • o anticipated operational problems, developed practical solutions, and prevented disruption to the unit’s mission
  • o completed demanding assignments with minimal supervision while consistently exceeding established standards
  • o trained Soldiers on critical tasks, increasing the team’s proficiency and confidence
  • o introduced a more effective work process that reduced delays and improved accountability

Success Examples

Needs-Improvement Examples

Make Each Comment Specific

Replace general wording with the rated NCO’s documented action and outcome. Useful supporting details may include readiness rates, inspection results, completed work orders, personnel trained, processing times, equipment values, course achievements, or hours saved. Include a figure only when it can be verified.

General: o demonstrated excellent technical competence

More specific: o diagnosed recurring equipment faults and trained the maintenance team on corrective procedures, improving system availability during field operations

Using Legacy Examples

Competence was a distinct performance area on older NCO evaluation forms. When preparing a current evaluation, adapt relevant accomplishments to the appropriate attribute or competency on the applicable DA Form 2166-9 series and verify all formatting and submission requirements against current Army guidance.
